Accepting request 1031451 from GNOME:Factory

- Have libgcr-3-1 require gcr3-ssh-askpass when gnome-keyring is
  present: gnome-keyring interacts deeper with this library, which
  justifies a hard dep in this case (boo#1204071). (forwarded request 1031327 from iznogood)
