Accepting request 868967 from Kernel:kdump

- Update upstream URL.
- Convert to obs_scm source service.
- Upgrade to git commit e8844d3.
- Drop patches that have been merged into upstream:
  o eppic-no-return.patch
  o eppic-use-extern-in-devel-declaration.patch
  o eppic-binutils-fix.patch
- Add eppic-binutils-fix.patch in order to not used 'l' option for
  ar. It has a new meaning.
